Invitation to Bid - Elevated Storage Tank & Pump Station
The Effingham County Industrial Development Authority (ECIDA) is seeking sealed bids from qualified and experienced contractors for two separate infrastructure improvement projects within the Grande View Development in Effingham County, Georgia.
Project 1: Installation of a 300,000-gallon Elevated Storage Tank
Project 2: Construction of a 300,000-gallon-per-day Pump Station, approximately 2,600 linear feet of 6-inch Force Main, and 2,900 linear feet of 16-inch Water Main along Old Augusta Road.
Both projects are partially funded by the U.S. Department of Commerce Economic Development Administration and are subject to all applicable Federal laws and regulations. Contractors may submit bids for either or both projects.
The selected contractor(s) will be responsible for providing all labor, materials, equipment, and services necessary to complete the work in compliance with all Federal, State, and local requirements and the Bidding Documents.
Separate sealed bids for each project must be clearly marked and delivered to ECIDA’s office at 777 Old Augusta Rd S, Rincon, GA 31326 by 3:00 p.m. local time on August 12, 2025. Late, electronic, or faxed submissions will not be accepted.
Mandatory pre-bid meetings will be held at the ECIDA office:
Elevated Storage Tank: July 24, 2025, at 11:00 a.m. local time
Pump Station, Force Main & Water Main: July 24, 2025, at 1:00 p.m. local time
Contracts will be awarded separately to the lowest responsive, responsible bidder(s). All bids must comply with the Georgia Local Government Public Works Construction Law and all required bonding, licensing, E-Verify, and non-collusion affidavits.
